We noticed this while trying to take an avatar photo using the webcam in Firefox Accounts, plus you can see the same behavior when trying to make a call using Firefox Hello.

We reduced it to just trying to access the webcam using the following site, but just get a camera icon with a line through it.

I'm using a Lenovo X1 Carbon w/ Windows 10 (preview, unless it stealthily updated me to release channel this morning now that Win 10 is "live").
I confirmed a few minutes ago that i am running the release version of Windows 10 build 10240 (found using http://techblissonline.com/find-windows-version-build-number-revision-number/)

How to find windows version, build number and revision number?
- Click Start, type regedit and press Enter to open the Windows registry
- Navigate to the registry key – HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion

I cannot reproduce this on my Razerblade laptop using the same steps. I'm using the last Windows 10 Preview build but the build ID is the same as yours (I guess we're using essentially the same build)

FWIW, there's a much easier way to get this information. Simply launch the System Information app and you'll see the information you need.
I couldn't reproduce the issue using the released version of Win 10 (10.0.10240) that's been upgraded from a Win 7 Pro VM. Seems to be working fine with both m-c (fx42) and m-r (fx39) but like I mentioned before, this is on a VM.

I have a Lenovo X1 Carbo laptop which is currently running Win 8.1. I'll update to the release version of Win 10 when I get home tonight and see if I can reproduce the problem.
I updated my Lenovo X1 Carbon to Win 10 from 8.1 and it seems like it's working.. went through the following:

Steps used:

- visited http://simpl.info/getusermedia/ as per comment # 0
- received the camera share doorhanger and selected "Share Selected Device"
- camera turned on and the feed appeared on the website without issues
- selected the camera icon at the top of the screen and the doorhanger appeared under fx
- selected "Stop Sharing" and the camera correctly turned off and cut the feed (continue sharing worked as well)

Machine information:

- Win 10.0.10240 Pro (Release)
- Integrated Camera using driver 10.0.10240.16384

Builds used:

- https://ftp.mozilla.org/pub/firefox/nightly/2015-07-30-03-02-08-mozilla-central/
- https://ftp.mozilla.org/pub/firefox/releases/39.0/win32/en-US/

Peter - please re-test.  If possible create a new user (and log out of all others); one suspicion given Kamil testing with the same laptop and OS with no problems is that some other program had grabbed access to the camera (Skype?).  

Also, if you're running e10s, and have a Hello window open, regular tabs are blocked from camera access on Windows (two processes can't share the camera, and Hello runs in the master process).

If it does still happen, NSPR_LOG_MODULES=getusermedia:4,mediamanager:4 logging would help.

Moving to Unconfirmed given comment 4 until we know if it isn't the OS blocking multiple access

I double checked with the latest versions of m-r/m-c and it's still working fine on my X1 Carbon.
