[Lockscreen] There is no up arrow when scrolling up through notifications.

Description:
If the user has a lot of notifications viewable from the Lockscreen (at least 5) there will be a down arrow when scrolling through them. However, this is no up arrow when scrolling the list.


Repro Steps:
1) Update a Flame to 20150805121714
2) From Lockscreen take 5-6 Screenshots
3) Scroll down the list of Screenshot Notifications
4) Scroll up.

Actual:
Up arrow does not appear when scrolling up through the available notifications from Lockscreen.

Expected:
It is expected that up arrow will appear when scrolling up through the available notifications for consistency when compared to the down arrow when scrolling down.

This issue DOES occur on all Flame builds back to Flame 2.0.

Result: Up arrow does not appear when scrolling down through the notifications from lockscreen.
