Update from 39.0 to 39.0.3 was attempted automatically even though "choose whether to install them" setting is set.

Steps to reproduce:

I have always had setting "Check for updates, but let me choose whether to install them" selected.
 
Normal browsing session.


Actual results:

Pop-up informing me that "stability update" could not be installed due to permission (I think that was the wording) problems.

Setting "Check for updates, but let me choose whether to install them" appeared still active at that time - no changes made by me.


Expected results:

It should have honored my setting by showing information that "stability update" is available without actually trying to install.

The "Check for updates" button should result in "New 39.0.3 version available" rather then inaccurate "New version is available at http://..." as it was the case now.

I have just noticed that there are "updates available" - I haven't been informed by any popup/message that they are available. My setting is still "Settings" / "Advanced" / "Update": "Check for updates but let me choose wheter to install them". I am not sure if it is a bug or if I am not to be informed automatically.

I just had the same problem.
My setting was "Check for updates but let me choose to install them." And I always have a lot of tabs with some data in them open. A green icon about available update was hanging for a while. And then I got "Sorry. We just need to do one small thing to keep going." message on every page. Just before that I noticed high CPU consumption from Firefox.
This is very upsetting. Force-installed updates are what makes Windows10 bad for example. There is a lot of situations when you have some ongoing work and don't want to restart. And then some update destroys all your data.
