Deactivated keywords cause the table on the keyword descriptions page to render strangely

1) Deactivate keywords
2) Visit https://bugzilla.mozilla.org/describekeywords.cgi

Expected...
Either of:
(a) deactivated keywords are hidden entirely, and "Active" column not shown in table
(b) deactivated keywords are shown, and listed as "No" under the active column

Actual...
* Deactivated keywords are not shown
* However the "Active" column heading still is
* Most importantly: the table is split (ie with a duplicate header row) in every section of rows where there would have been deactivated keywords listed

ie: search for "fixedOEM" and look just above it - you will see multiple duplicate header rows, with no content rows between them.
that template starts a new table every 50 rows, regardless of visibility.

i can't think of any valid reason why we don't use a single table (i bet this is a workaround for a browser issue that was fixed more than a decade ago).
