Modify the taskcluster raptor decision task to also create separate raptor tasks for emulator-l. Post to a separate Raptor-L group on treeherder, which can be hidden. This way the launch test can be run on emulator-ics and emulator-l concurrently, until issues are resolved and a complete switch-over can be made.
