We want to be able to move the synced tabs button into the tabs bar. TLDR: Implement slides 13 to 16 of the attached "Synced-Tabs-UX.pdf" file.

Ryan, we didn't actually complete everything on page 13-16, but it's pretty close. Can you please verify and close this bug if you feel it was completed?
