Steps to reproduce:
1. Load https://marketplace-s3dev.allizom.org/reviewers page
2. Go to Queues-Moderated Reviews

Expected results:
A “translate” blue link is available for each review.

Actual results:
The “translate” link is missing.

Notes/Issues:
Issue is reproducing for Abuse Reports and Websites Abuse Reports queues.
Verified on FF43(Win 7). Issue is only reproducing on https://marketplace-s3dev.allizom.org/reviewers

the translate waffle is disabled on marketplace-s3dev.allizom.org
I enabled the waffle.  Please recheck.
