For full-chrome apps (like the guardian, facebook) which have no overflow menu, what do we do there? I don't think this works without re-inventing the chrome in that case as well (or adding the overflow to that chrome).

Ultimately the idea is that all windows should have browser chrome, it's just either pinned or not pinned. But yes for the time being while we have installed apps with half chrome this is a problem.
