GetContainingBlock can currently return anonymous inner scrolled frames, which doesn't match the spec.

Bug 1202029 adds a flag for overriding this and requesting behaviour that matches the spec.

We should investigate the other callers to see if any of them actually want the current behaviour, and hopefully make the spec behaviour the default.
