1206067 - New updates for Sideloaded/Listed-Fully Reviewed Add-ons are still in the pending queue after approve

Description

Steps to reproduce:
1. Load AMO-dev Dev Hub page https://addons-dev.allizom.org/en-US/developers
2. Submit a sideloaded/listed-fully reviewed addon (i.e. Addon 7)
3. Approve the addon
4. Upload a new file for that addon
5. Go to Editor Tools and try to approve the update

Expected results:
The update is approved. The addon is no longer displayed in pending updates queue.

Actual results:
The addon can be approved multiple times. Success message is displayed every time. The addon is still displayed in queue.

Notes/Issues:
Issue is also reproducing for new addon version.
Verified on FF40(Win 7). Issue is reproduced on AMO-dev.

Also, for LISTED (preliminary or fully reviewed) addons, after adding a new file, the "View Listing" link from Dev Hub, is returning a 404 code error.
I think there is a connection between these two, and that is why I didn't thought it is necessary to log a separate issue. Let me know if I am wrong.
