STR:   (Win7_64, Nightly 43, 32bit, ID 20150920030217, new profile, safe mode)
1. Open the following "data:" url or click URL in the form above
>   data:text/html,<textarea>
2. Move mouse over the textarea's resizer [now don't move mouse until Step 4]
3. Press left mouse button, after ~0.1 seconds release left mouse button, then after ~0.1 seconds press left mouse button again (so, just perform DoubleClick without releasing mouse in the end)
4. Move mouse to another position to resize <textarea>
5. Release left mouse button.

Result:       You see textarea in step 4 resizing when you move mouse.
              However, after performing Step 5 <textarea> restores its old dimentions.
Expectations: Textarea should be resized in a normal way

This is very annoying long-standing bug. See also bug 1200031 about another incredible <textarea> issue

This is still reproducible on Nightly 45 (20151205030208).
Are you sure that you performed STR correctly? Additionally: Firefox always resizes textarea to "initial" sise on simple doubleclick on the dropmarker. Have you seen at least that behavior?
