(Whiteboard: tpi:+)

User Agent: Mozilla/5.0 (Mobile; Windows Phone 8.1; Android 4.0; ARM; Trident/7.0; Touch; rv:11.0; IEMobile/11.0; Microsoft; Lumia 640 LTE) like iPhone OS 7_0_3 Mac OS X AppleWebKit/537 (KHTML, like Gecko) Mobile Safari/537

Steps to reproduce:

1) On Windows have a link named "file.lnk"
2)Download a file with no extension named "file"
3)Click downloaded file in the Downloaded files thingie in firefox and it opens the link.

Not going to post any additional info on this.

Actual results:

Opened the link instead.

Expected results:

Should have opened the file.
Could you attach a testcase, please.

In addition, upgrade to Firefox 41 and test if it's reproducible, because Firefox 36 is not supported anymore.

Yes, works on FF 41, Vista. http://www.filedropper.com/file_89 <- somewhat huge file. Plus make a shortcut named file in the download directory.
Clicking on the downloaded file in "show all downloads" or "downloads" panel in FF opens the link.
Looks like a bug.

Same behavior with E11, I'll say it's a Windows issue.
