I'm testing Ubuntu's Firefox release version (v41) on Ubuntu 15.04.  The video is H.264 encoded, and H.264 video does work in this Firefox version generally -- e.g. here's a different sample video (also an H.264 file) which *does* play:

Here's the video itself. If I view it directly, I see controls but no video stream (as if it were an audio file).  Chrome & VLC play it just fine.

For comparison, here's the other mp4 that I linked to at the end of comment 0. This one plays correctly (both on Vine and when viewed directly).

So, there must be special about the first video which is throwing us (or our H.264 backend) off.

Strange -- so, the *bugzilla-hosted* version of testcase 1 (the mp4 file) plays just fine.  But my locally-saved copy does not. Maybe there's a race condition of some sort (where if the data is all available at once, something goes wrong).

Note that on Vine, the video is served & loaded as a blob, so I think it ends up being closer to a local file than the bugzilla-hosted version does.  (This might explain why both Vine & the local file are broken, whereas Bugzilla serves it just fine.)

Hopefully all those issues will be gone once we enable MP4 playback that doesn't rely on gstreamer being setup and installed

Actually I just re-tested, and this is WOKRSFORME in Ubuntu's Firefox 43 release as well as in our Nightly 46.0a1 (2015-12-23).
