This bug has had a giant pile of mis-stars for the last week. There's clearly a new regression that should have been filed separately.

Filed bug 1288232.
Bulk assigning P3 to all open intermittent bugs without a priority set in Firefox components per bug 1298978.
Priority: -- → P3

I changed the content of browser_aboutperformance.js in bug 1498195 so this intermittent failure is no longer relevant.
