Expected results:

It would be great if when the user enables "tap-to-load" for images, the browser would append "Save-Data: on" header on outgoing requests to notify origins that the user has opted-in into a data savings mode.

I think this is something that would need to be initiated by the Android team (where the tap-to-load feature lives), rather than starting with the imagelib team.

Yes. Just to clarify, tap-to-load is a concept that does not even exist at the ImageLib level, so we simply could not implement this feature in ImageLib as things stand now.

Kevin: not really. 935216 is about implementing DPR, Width, and Viewport-Width headers. This discussion is about Save-Data. They're completely independent of each other.
Well then we need a networking bug to implement the save-data header, filing.
