Two problems:

1)  When running a test initially, the test has to time out before the harness notices the toplevel exception or syntax error and reports it in the test.

2)  When trying to address the issue and reloading the test, the toplevel exception and syntax error handling seems to be disabled altogether, so the test just never reports them, effectively hanging instead.
