When I implemented bug 1207648, I also created a script called "migrate_perf_signatures" to migrate the old performance signatures to the new format incorporating repository information. Unfortunately, it is rather slow and (as we saw on stage yesterday) can interfere with production use if run unthrottled.

I added the ability to run this script at a much lower rate, filing this bug to track migrating existing data, which might take a few days.
