1217584 - Submit to Treeherder's API using Hawk credentials

As per bug 1212936 we need to switch credentials for the WebRTC lab submitting test results into Tier 2 Treeherder.

I generated the following two client IDs:
WebRTC_lab_prod & WebRTC_lab_stage

Thank you for filing this and requesting those keys.

Since Treeherder stage and prod are completely separate, we don't need to namespace the client_ids, so I've renamed both to:
WebRTC_lab

And both have been marked as approved :-)

If you point me to your current Treeherder submission code I can advise as to next steps - thanks!

@Nils: turns out I got confused as to which repo was for which component, so I've actually fixed this in a PR already, but had attached to bug 1217955 instead - so cancelling needinfo :-)

I tested this locally with the mozauto client id, and I was able to submit data to Treeherder staging. 

The PR should only be merged once we're ready to update credentials file and the dependencies on the pf-jenkins builders. I leave that up to Nils and/or Syd.
