Details
It's a common requirement for Python "workers" to be able to verify that task.scopes satisfies certain requirements. They need the equivalent of taskcluster-lib-scopes.

Yeah, fair enough. I'm tempted to mirror the taskcluster-base and taskcluster-lib-* NPM packages one-for-one, but it's not clear yet that there's a need. We may re-visit.
