1220988 - Bugzilla: Version naming does not allow reliable queries in Custom Search

Steps how to reproduce:
1. Login to Bugzilla
2. do search <https://bugzilla.mozilla.org/buglist.cgi?cmdtype=dorem&remaction=run&namedcmd=BZWrongGT&sharer_id=41036&list_id=12653809>
3. sort by bug ID
4. Open hit "Bug 690272" in new TAB, switch view to new TAB
   » Shows "Version SeaMonkey 2.4 Branch"
5. switch view back to search TAB
6. Check Custom Search:
   » Equal or greater SM 2.38
   » Less than SM 2.40

Additional info
a) The limitation with "Version = SeaMonkey 2.4 Branch" by version picker
   is not essential for reproducing the bug, only limits the number
   of hits
b) it is obvious that Bugzilla logic is SM 2.38 < SM 2.4:
   Run <https://bugzilla.mozilla.org/buglist.cgi?cmdtype=runnamed&namedcmd=BZWrongGT2&list_id=12653845> with query
    Version: is greater than SeaMonkey 2.38
                                              AND
    Version: is less than SeaMonkey 2.4 
   There should be no hits at all, but there are 59 hits (today)
c) As long as this does not work reliably Custom search for Version 
   contents will be unusable.
d) The Bugzilla bug is not SM specific also other projects like  
   NSPR are affected ( Try:      
   Product: NSPR AND Classification: Components AND 
   Version: (is greater than or equal to) 4.13  AND 
   Version: (is less than) 4.3 
e) could be healed easily by changing
   "SeaMonkey 2.1 Branch"  to "SeaMonkey 2.01 Branch"
   "SeaMonkey 2.2 Branch"  to "SeaMonkey 2.02 Branch"
   and so on, what can be done easily (only might break some very few 
   custom searches)
f) Disadvantage of (e) is that so BZ SM versions would not match literally
   with Version found in User strings, but I think that that would not be
   a real problem.

this bug is suggesting that the seamonkey project change how they name their versions in order to make bug queries work as expected.  moving back to the seamonkey project as this isn't a bugzilla issue.

if the decision is made to adjust your version naming scheme, please move this back into bmo::administration with clear directions for what versions need to be changed, and what their new values should be.
