Repro:
1. go to URL - http://www.mozillazine.org/build_comments/
2. find PayPal icon (on right side)
3. right-click on it
4. choose 'Open Frame In New Window'

Actual:
Nothing happens.

Expected value:
New window or tab with PayPal icon will be opened.

Confirmed with 021108 win32 build. JS Console says "The link to
chrome://navigator/content/navigator.xul was blocked by the security manager.
Remote content may not link to local content." If I use "show only this frame"
in the context menu it loads all the Mozilla toolbars into the content area.
Maybe mstoltz can shed some light on this.

related to bug 118482?
Erg, I don't see that option on the PayPal icon right-click menu.
WFM 2002031103/Win2K (in menu isn't 'Open Frame In New Window' anymore).

But in JS console on right click appear:

[i] Deprecated method document.getSelection() called. Please use
window.getSelection() instead.

[x] Error: this.target has no properties

WFM. getSelection() bug is bug 116523. I am not seeing the other one in Linux
