Details

Steps to reproduce:
1. Load AMO-stage Dev Hub page https://addons.allizom.org/en-US/developers/
2. Submit a Lang Pack 
3. Observe step #3 from submission process

Expected results:
There are no display or layout issues. The “General” category is mandatory and checked.

Actual results:
The message prior to selecting the category is confusing. (the message is “Select up to 2 Firefox categories for this add-on” even if just 1 category is available and also mandatory)

Notes/Issue:
Issue is reproducing for Dictionaries also. Please see the screenshot: http://screencast.com/t/SnB9L5CQz 
Verified on FF42(Win 7). Issue is reproducing on AMO-stage, dev and production
