1223739 - Move the etl tests to the other Travis job chunk to balance the end to end times

In bug 1219889, the python tests were split into two chunks.

I tried to balance the parts as best as possible, however it was not possible to put the ETL tests in the 2nd chunk due to bug 1219922.

Now that that bug is fixed, we can swap the ETL tests and the E2E tests, which is what gave the best balance when testing previously.

Bug 1223739 - Travis: Put etl tests in the 2nd chunk to balance runtimes

Previously the python chunks were approx 3m55s and 2m55s respectively,
since we couldn't move one of the largest running directories (etl) to
the second chunk, since the tests would fail due to bug 1219922.

After this change the python chunk runtimes are 3m15s and 3m25s.
