Steps to reproduce:

Open Hello WebRTC video chat with.

lsusb: 04f2:b1e5
It was fixed in 2011 year in v4lin.

Actual results:

The camera is flipped vertically.

The camera should not be flipped.

"Common"? Probably I do not quite understand the question.

If you mean that the camera is not popular, as far as I know, in v4lin libraries developers have solved similar problem for the various laptops series earlier.
