1225658 - The homescreen shows in place of the SIM PIN keyboard as it pops up after reboot

Description

The user will notice that the home screen shows in place of the SIM PIN keyboard as it pops up after reboot.

Prerequisite:
SIM PIN and Phone Lock are enabled in settings. 

Repro Steps:
1) Flash the Flame to 20151117030236
2) Reboot the device.
3) Let the device fall asleep on the lockscreen.
4) Wake up the device and unlock the phone. 
5) Pay close attention to the keyboard as it pops up to enter the SIM PIN.

Actual:
The user will see the home screen instead of seeing the keyboard slide up on the "Enter SIM PIN" screen.

Expected:
The user will see the keyboard slide up smoothly on the "Enter SIM PIN" screen.

This issue also occurs on Flame 2.5

The keyboard does not slide up smoothly instead the user sees part of the home screen.

This issue does not occur on Flame 2.2

The keyboard slides up smoothly on the "Enter SIM PIN" screen without showing part of the home screen.

9473dbcbebf4e758a3b73200968efc69071b4312 is a 2.5 gaia pull.  We need to check to see if this is still valid once we get a proper build.

This issue does occur on Flame 2.6 and 2.5 with latter Gaia

The user sees the homescreen as the keyboard pops up on the "Enter SIM PIN" screen.
