WebGL-specific tests should live in one of:
dom/canvas/test/webgl-conformance (run in mochitest-gl)
dom/canvas/test/webgl-mochitest (run in mochitest-gl)
dom/canvas/test/reftest (run in reftests)

While I appreciate the desire for a centralized set of web platform tests, we are not there for webgl, and we should not split work between the two suites. 

These tests should be checked for redundancy, and either moved or removed.

Just because it may not primarily be a Mozilla bug doesn't mean we should ignore it here, even if this just means tracking progress.

I also discovered that these tests are replicated in /testing/web-platform/tests/webgl, and are run twice on CI, once for m-2 (at least on desktop), and once in w-4.

There's probably a bug for running web-platform tests twice. Maybe you know, :ms2ger?
