Most of the files under https://github.com/mozilla/treeherder/tree/master/treeherder/workers are blank/default templates.

The only file of value is:
https://github.com/mozilla/treeherder/blob/master/treeherder/workers/management/commands/shutdown_workers.py

...however I've never used it and don't know if we even need it any more.

I'm pretty sure those are no longer used or useful.  That warm shutdown for the workers was most likely prior to the current setup with :fubar.  I think we can safely delete them.  :)

That being said, Mauro wrote that command.  Perhaps he has more info?

Yeah those ones were an attempt to fix the issue with stuck workers we had at some point. I don't think we need it anymore
