Steps to reproduce:

1. tap and hold on screen(on blank space).


Actual results:

'Change Wallpaper' option didn't show up.


Expected results:

It should show that option where user can choose from Camera, Wallpaper and Gallery.

Bug 1212345 removed that option, so this bug is WFM.
