We need to be able to parse the API information IARC sends us (whether it's something they push or something we fetch). The new API is json, so a serializer has to be written from scratch. It should live a serializers.py file away from the models, IMHO, it's rather specific to our communication with IARC.

It'll be used by PushCerts, SearchCerts and GetRatingsChange API implementations.
