Steps to reproduce:

Device details: OS version: 2.5.0.0 prerelease
                Build identifier: 20151019102225
                Platform version: 44.0a1
                Build number: eng.worker.20151019.100643

1.Open the browser and search for pictures. Save some pictures, choose one picture and set it as wallpaper.
Verify wallpaper resolution.
or
2. Install NiconWall app and choose a  picture and set it as wallpaper.Verify wallpaper resolution.



Actual results:

Picture set as wallpaper does not have full resolution, please see the attached screenshot.


Expected results:

There should be no resolution issues on the wallpaper.
