The customized Help menu entry is implemented by hardcoding the name
of the entry into the .xul file.  For L12Y, all localizable strings
should be defined as entities in a .dtd file and referenced as entities
from .xul.

If a CCK user wanted to create it's own language pack, the current
implementation would prevent the Help menu from getting its string
from the language pack.
Marking P3 FUTURE for now.

Likewise, the URL for the custom help entry should not be hardcoded either.
