System update notification should say 'install' when .MAR is already downloaded

Details

After downloading an OTA update my device had below 25% battery so I was warned to wait until I have more than 25%.

When I later looked at the system update notification it was telling me to download the OTA again, which is wrong as it was already downloaded and proceeded to install immediately.

In this situation we should change 'Download' to 'Install'.
