Steps how to reproduce with  SeaMonkey German 2.39 final Mozilla/5.0 (Windows NT 6.1; WOW64; rv:42.0 from official download area)  Gecko/20100101  Firefox/42.0  Build 20151103191810  (Classic Theme) on German WIN7 64bit:

1. Launch Browser → 
2. Search for "OCSP"
   » Sows 3 hits
3. Click search hit "OCSP"
   Expected: Some contents found
   Bug: Error message "File not found"
   "Datei nicht gefunden
    Die Datei chrome://communicator/locale/help/validation_help.xhtml#privacy_and_security_preferences_validation  konnte nicht gefunden werden. 
    Bitte überprüfen Sie die Adresse und versuchen Sie es erneut."

a) Works fine with Entlish UI, so localization issue

b) This one might be a DUP of "Bug 1229653 - DE Help: Click on search hit 
   "Validierungs-Einstellungen" leads to error message", because Help link leads 
    to the same "_help.xhtml". But we need to check whether the Heading to where 
    the link should lead does exist.
