currently there's a pref called:
user_pref("general.open_location.last_url"
should it be moved to the "browser" namespace so the pref would become:
user_pref("browser.open_location.last_url"

No. Open location is for all apps, not just browser.  Please stop filing bugs 
like this, we don't have the time or resources to fix them.  Even if we did, we 
wouldn't; it's too late to start renaming prefs on the basis that they should 
fit inside our loosely defined hierarchy.
