throbber stops before images are reloaded

Mozilla/5.0 (X11; U; Linux i686; en-US; rv:0.9.8+) Gecko/20020202
When reloading the page, but it takes a while for Mozilla to check on the
images, mainly becuase the server seems slow.  While the HTML is reloading the
throbber is active, but once the HTML is done, the throbber stops.  The images
are in the cache, but Mozilla seems to goes out and check to make sure they're
up to date.  During this time, the throbber is stopped.  cgi-images do not seem
to exhibit this behavior.

Steps to reproduce:
1) load URL
2) reload
=> throbber stops when HTML is loaded, before images are loaded.

This is 100% reproducible at the given URL, but also happens (though not as
consistently) at: http://www.geocities.com/SiliconValley/6603/icons.htm
this seems to work ok with linux build 20020413
resolving as worksforme.
