Splitting this off into a separate bug from the original notifications work for desktop parity because the first part is done, and I haven't been able to finish adding mute notifications for both a running/dead fennec.

Jeff, I haven't been following the push work closely. What's the priority of implementing a "Mute" button in system notification on mobile? Does Chrome do this?

This is turning out to be tricky to implement, so I want to know how important it is for us to invest more time in figuring out a solution.

Chrome seems to have the ability to control notifications on a per-site basis. Android also has the ability to have quiet hours / DND' - between those two I suspect the user has enough control assuming they're interested in digging around a bit.

Learning from Chrome's UX, we had this button as "Edit Site Setting" before. But, given our current "Edit Site Settings" dialog UX, I thought it made more sense to pull out that mute ability to this level. 

Having said that, I don't think it makes sense for to give users the ability to mute ALL notifications from Firefox - that's a bit harsh. But, I do think it makes sense on a per-site basis.

If it's getting to be difficult to implement the per-site basis approach, we could punt on this for now. I think that's OK for the time being.

I think it's necessary to provide users control over notifications, per-site. I think if notifications become annoying and users can opt-out in chrome but not in Firefox, they'll just uninstall Firefox from the phone.
