Description:
if the user pulls down the notication center/utility tray and lifts the finger when the tray is nearly down and then quicly taps on an app icon and long presses then they will be able to move the icon around the homescreen after the utility tray is open.

Repro Steps:
1) Update a Aries to 20151216121527
2) Pull down the utility tray over half way
3) Quickly lift finger and long press on an app icon
4) Observe ability to move app around the homescreen behind the utility tray

Actual:
User can move app icons around behind the utility tray

Expected:
It is expected that the user cannot manipulate the homescreen while the utility tray is open

This issue DOES occur on Flame 2.6 and Flame 2.5.

User can move app icons around behind the utility tray

This issue DOES not occur in Flame 2.2 but the homescreen has changed since then so it is not applicable.
