It would be nice to specify the build_number through the environment.

Patch for cls' perusal.
What purpose does it serve to set the build number thru the environment? And
this patch would only change the buildid used in the chrome & xpinstall.  It
doesn't change the one used by layout.

Where is the one used by layout set then?
content/build/gbdate.pl
BTW, I have updated my .spec file to use TZ="US/Pacific" for configure and make
calls, this take care of bad BuildID in RPMs and of mismatches between the
BuildID and the RPM version...
