123504 - File->Work Offline and tooltip conflict

Win 98 build 2002020409:

Hover over File->Work Offline.

Actual results:  Tooltip quickly appears, then disappears, menu selection is lost.

Expected results: Tooltip should display longer, and Menu selection should be
maintained.

Are menus allowed to have tooltips and this is broken, or is this a conflict
with the Work Offline/Online icon in the lower right?

I don't see any other menus with tooltips in Moz.  Are we intentionally
inconsistent?  Even if Moz doesn't want tooltips on menus, should this be banned
from all XUL?

I can see this bug with a 1day old CVS build and 0.9.8.
The tooltip disappears also after 0.2sec on the component bar.

weird. somehow this has to be a mixup with the broadcaster and when/which 
elements should show tooltips.

The patch should eliminate the symptom, but the problem can arise elsewhere.  Is
there some way to enforce good behavior by either disallowing these combinations
or by implementing the expected behavior?

Well, it's not really a problem if you consider that IE has tooltips for items
in its Favorites menu.

I don't see the tooltip pop up anymore
