I could not see create or edit option for test cases or test suites.I expected it in the manage tab

Steps to reproduce:

I was trying to check how to add a new test case and a new test suite.


Actual results:

i expected the create,edit and delete options in the manage tab .But i could not see it there.


Expected results:

Might be some specific role (like admin) is required.
Needs admin access to view those options.Hence closing the bug.
