Steps to reproduce:

Whenever visiting a website that uses port 79, firefox will block it with no way to override it.
Please don't submit a bug repeatedly, it does not help to solve the issue.

I don't understand why you mention it, and looks the both descriptions is same.

Try 'network.security.ports.banned.override'?

That does not seem to work. This is the android version btw.

It might require a restart set the pref, switch tabs to force the pref to be written to disk and then use the Android settings > apps > all apps > Firefox > force stop and relaunch Firefox or just reboot the device.

Verify that the keyboard has not inserted spaces into the pref name as you type it and that it is the correct variable type (string I suspect).
