Using Lynx 3d Wheel Mouse.  Dirvers installed and working (works in all programs
including Netscape 4.78 and IE6).  I've tried changing options in the
scroll-wheel preferences, but to no avail.

Reproducible: Always
Steps to Reproduce:
1. Just running the program.  It's like the hooks for the driver for the mouse
aren't being looked at by the browser.

Actual Results:  Mouse wheel doesn't work.

Expected Results:  Scroll wheel should scroll pages.
