Description:
If the user tries to access a page without internet access they will receive an error message. Users are able to scroll this browser screen up and reveal a white bar at the bottom of the page.

Repro Steps:
1) Update a Aries to 20160111111358
2) Enter airplane mode
3) Open browser and navigate to a page
4) attempt to scroll error message.

Actual:
The user can scroll the error message revealing a white bar

Expected:
It is expected that the user cannot scroll the error message

This issue DOES occur on Flame 2.6 and Flame 2.5.
