FROM NAVIGATOR WINDOW:
File->New->Blank-Page-to-Edit :  Composer window appears.
FROM COMPOSER WINDOW:
File->Open-File : Expect a File-Open dialog, Observe *nothing* happens.
File->New : Observe *nothing* happens.

Free-play with every toolbar button : Observe *nothing* happens!
Use an alternative tool in frustration
