Details

When the Site Navigation Bar is set to "Show Only As Needed" problems with the
layout of dropdown menus occur. When changing from a page that uses the Site
Navigation Bar, to one that does not, any drop down menus on the page will open
below where it should open by the height of the bar. Likewise when changing from
a page that does not use bar, to one that does, the menus open a bar's height
above where they should open.
I have found this bug in the Linux version of Mozilla, but I tested it in the
Windows version and it seems to work correctly there.

Steps to Reproduce:
1.Set View > Show/Hide > Site Navigation Bar > Show Only As Needed
2.Go to a page that uses the bar (example, www.slashdot.org)
3.Go to a page that does not use the bar (example, www.freshmeat.net)
4.Open a dropdown menu on that page

Actual Results:  The menu opens, but it is shifted a distance equal to the
height of the Site Navigation Bar down the page.

Expected Results:  The menu should open just underneath the menu header.

I can reproduce this issue on either site:

Go to slashdot.org and freshmeat.net

Hide Navigator Toolbar

Click on a select menu on page

Drop down menu is offset

I assume this is a problem with toolbars in general then, and not just the SiteNavigation Bar?
