Steps to reproduce:

1. Start Firefox 43.0.4 and later version
2. Open My Addons page "https://addons.mozilla.org/en-US/developers/addons"
3. Select "Upload New Version"
4. Check on "Linux", "Mac OS X" and "Windows"
5. Select a file... (e.g. my complete theme Qute5pp@magicp.jp.xpi v1.7.3b1)
6. Click "Add Version" after upload is completed


Actual results:

Cannot add a new version with "The submitted file is empty" error. Please find attached image


Expected results:

Add a new version is completed.
