With this merged:
 * New submissions should not be able to create paid apps
 * Existing paid apps should be switchable to free
 * Paid apps should still be purchasable

Verified on MP-dev FF44 and FF47(Win 7).

3. Paid apps should still be purchasable: http://screencast.com/t/Un1ricGCVUcr - the price button is still displayed and usable but only in Reviewer Tools - is this ok?

I misunderstood the requirements earlier, public-facing pages should not allow purchase. Having it be installable from reviewer tools is OK.
