Steps to reproduce:

I'm using selenium for testing on a ubuntu/linux machine with firefox 44.0. Selenium uses for every start a new anonymus profile. After the update from today the content language order is not respected for a fresh profile. I reordered the list for my default profile and since then it works like expected. But the anonymus selenium user gets the wrong order EN over DE at every start. When you go to the configuration field the order seems to be fine but the browser sends the wrong prefered language till you reorder the language settings.
