I understand from IRC that Greg created the `rustbuild` worker type with tooltool upload capabilities through relengapi-proxy. However, if I try to start a task with scopes: docker-worker:relengapi-proxy:tooltool.upload.internal, I'm told I don't have that scope on my account.

Could you please add the appropriate scope for uploading public resources to tooltool to the account `rillian` so I can develop this further?
