Let's say your bookmarks is:
Folder
 > Goat1
 > Goat2

Step to reproduce:
- Drag Goat1 bookmark few pixels downwards
- DND feedback appears between Goat1 and Goat2
- Drop

Actual result: Goat1 is dropped below Goat2
Expected result: DND aborted

same thing happens if you drag goat2 upwards as reported in bug 141026 and both
issues are fixed by the patch in 124603.
I have a similar problem with moving bookmarks on the personal toolbar. Moving 
the "1st" bookmark to between the last bookmark and the 2nd to last bookmark 
always puts it at the end.

 Will this be fixed with the patch for 124603?
